normal style='text-indent:32.0pt;line-height:150%'>根据《关于印发<贵州省煤矿企业兼并重组保留煤矿周边零散煤炭资源配置竞争性出让工作规则>的通知》（黔煤转型升级办〔2019〕45号和省煤炭工业淘汰落后产能加快转型升级工作领导小组办公室《关于原则同意金沙县新化乡一区块零散煤炭资源区块依程序出让的函》（黔煤转型升级办函〔2021〕29号）文件，经毕节市人民政府同意，拟对毕节市金沙县新化乡一区块零散煤炭资源区块进行出让。

normal align=left style='text-align:left;text-indent:32.25pt;line-height:27.0pt'>（一）地理位置：金沙县新化乡一区块位于新化乡新化煤矿一号井东部、林华煤矿西南部、鸡爬坎煤矿与福利院煤矿北部的中间地带，为原川达煤矿、狮子岩煤矿旧矿区，面积0.9475平方公里。区块坐标如下（2000坐标）：

normal style='text-indent:32.0pt;line-height:28.0pt'>金沙县新化乡一区块为原川达煤矿、狮子岩煤矿旧矿区，狮子岩煤矿（拟建规模15万吨/年）、川达煤矿（生产能力9万吨/年）已进行初步地质勘察工作。

normal style='text-indent:32.0pt;line-height:28.0pt'>（三）资源储量情况

normal style='text-indent:32.0pt;line-height:28.0pt'>根据新化乡一区块周边已设矿权地质资料及其采矿权资源储量分析，预估一区块煤炭资源量为956万吨。最终资源储量以地勘单位经过勘探核实并评审通过报贵州省自然资源厅备案的为准。

normal style='text-indent:32.0pt;line-height:28.0pt'>1.竞买人应为毕节市辖区范围内注册的营利法人，且在毕节市辖区范围内有兼并重组保留煤矿。

normal style='text-indent:32.1pt'>2.不接受自然人和联合体报名。

normal style='text-indent:32.0pt;line-height:28.0pt'>3.已被列入领域失信联合惩戒黑名单的企业禁止参与本零散区块竞买。

normal style='text-indent:32.0pt;line-height:28.0pt'>4.报名提交资料清单：

normal style='text-indent:32.1pt'>（1）营业执照、开户许可证(或基本存款账户信息)、法定代表人身份证明及身份证复印件；委托办理的，还需提供委托书，被委托人身份证复印件（出示原件，提供复印件，复印件加盖公章并注明与原件相符）；

normal style='text-indent:32.1pt'>（2）提供贵州省煤炭工业淘汰落后产能加快转型升级工作领导小组办公室出具的兼并重组实施方案批复文件及《采矿许可证》等用于证明在毕节市辖区范围内有兼并重组保留煤矿的证明材料；

normal style='text-indent:32.1pt'>（3）竞买人需持有毕节市矿权收购储备中心出具已交竞买保证金的相关证明；

normal style='text-indent:32.1pt'>1.竞买保证金100万元。

normal style='text-indent:32.1pt'>2.竞买保证金由毕节市自然资源和规划局收取及管理。竞买人提交报名资料前，需按要求将竞买保证金存（汇）入指定专项账户。

normal style='text-indent:32.1pt'>3.竞买保证金由竞买人基本账户转出。竞买人缴纳竞买保证金后，需持基本账户开户证明及转账凭证至毕节市矿权收购储备中心出具参加竞买活动证明。

normal align=left style='text-align:left;text-indent:32.25pt;line-height:27.0pt'>根据金沙县新化乡三区块周边已设矿权地质资料及其采矿权资源储量分析，预估三区块煤炭资源量为46万吨。三区块最终总资源储量以地勘单位经过勘探核实并评审通过报省自然资源厅备案的为准。
