三门核电厂3、4号机组的建设地点位于浙江省三门县健跳镇，3号机组计划于2018年12月28日开工浇灌第一罐混凝土，单台机组建设周期为56个月，每台机组施工间隔为10个月。
Sanmen Nuclear Power Plant Units 3/4 are located in Jiantiao Township, Sanmen County, Zhejiang Province. The Unit 3# is scheduled to start FCD on 28th Dec., 2018. The construction period for a single unit is 56 months and the construction interval for each unit is 10 months.

The VFDs shall be used to start the RCPs at 23.6% synchronous speed (425rpm).Upon receipt of a speed command, the VFD will increase the RCP speed to a discrete speed set point requested by the plant control system. In some cases, VFDs will be required to rectify a situation of reverse flow through RCPs that are spinning in reverse. In these cases, the VFD will first decrease the pump speed to zero using regenerative braking and then increase speed to 425rpm synchronous speed. The VFDs convert a 10KV, 50Hz power source to 6.9KV, 60Hz to operate the RCPs. The VFDs are the sole source of power to RCPs. 1. VFD sized for motor rating of 5965.6KW/880A, 6.9KV. 2. A liquid-cooled transformer. 3. VFDs should have the function of regenerative braking. |

3．投标人资格要求（Eligible Bidders）
合格的投标人是响应招标、已在招标人处领购招标文件并参加投标竞争的法人或其他组织。任何未在招标人或招标机构处领购招标文件的法人或其他组织均不得参加投标。具体应符合下列条件：
The eligible bidder is legal person or other organization that has purchased the bidding documents from the Tenderee, and participated in the bid. Any legal person or organization that has not purchased the bidding documents from the Tenderee or tender agent is not allowed to participate in the bid.
[“*”号条款]投标人应为来自中华人民共和国或是与中华人民共和国有正常贸易往来的国家或地区（以下简称“合格来源国/地区”），有能力为本项目提供产品及服务的法人或其他组织。
[Mark of Asterisk (*)] The bidder shall be legal person or other organizations capable to provide qualified products and service for the project, which are from within the People’s Republic of China (hereinafter abb. As PRC) or from countries/areas which have regular trade relations with PRC (hereinafter called the eligible source countries/areas).
投标人必须具有履行合同所必须的财务、技术和生产能力，并能按招标文件的要求供货，可承诺和履行招标文件的各项规定。
The bidder shall i) be financially and technically capable and with sufficient production capacity to implement the contract; ii) be able to supply products as required in the bidding documents; iii) and be committed to fulfilling all requirements of the bidding documents.

The bidder shall have a good bank credibility and business reputation.
与招标人存在利害关系可能影响招标公正性的法人或其他组织不得参加投标。
Any legal person or other organization that has conflict of interest with the Tenderee and may have impact on fairness of the bidding is not allowed to participate in the bid.
[“*”号条款]单位负责人为同一人或者存在控股、管理关系的不同单位，不得参加同一标段的投标。
[Mark of Asterisk (*)] Different bidders that have the same person in charge or have the relationship of share-holding or management should not participate in the bid for the same package.

[“*”号条款]投标人近5年内所完成的工程项目中，不得出现重大工程质量问题，且不得有违法或严重违约的行为。也无因假冒其他品牌或者商标，遭到行政或者刑事处罚，或者承担民事责任的情况。
[Mark of Asterisk (*)] There are no serious quality problems nor illegal and defaulting behavior in the bidders’ finished projects in recent 5 years. The bidders were not suffered by administrative penalty and criminal punishment nor bear civil liability due to counterfeit other brand or trademark.

根据境外投标人所在国的相关法律法规的要求，境外投标人须获得其所在国相关管理部门出口许可的批准或备案，或无需出口许可的证明性文件；如因投标人原因导致后续合同无法签订或合同签订后无法执行或合同执行中无法发货的，相关责任均由投标人承担；
In accordance with the related laws and regulations of the bidders’ countries, the potential overseas bidder shall initiate a technology export application and have it approved or filed by relevant Department of its government, or provide the papers proving the export application is unnecessary; If the following Contract signed and executed and the Contract Equipment exported been affected by the government management and control as above reasons, the bidder should be responsible for that.
境外投标人须与西屋公司签订技术许可协议，协议范围涵盖拟投标的物项；
The potential overseas bidder and Westinghouse Electric Company LLC (WEC) shall sign a technology license agreement which covers the items to be bid for.
投标人应当于招标文件载明的投标截止时间前成功注册。否则，投标人将不能进入招标程序，由此产生的后果由其自行承担。
凡有意参加投标者，必须签署并盖章保密承诺函（详见附录），才能购买招标文件。
The potential bidder shall provide the Confidentiality Commitment Letter as per format in the attachment with signature and corporate stamp before purchasing the bidding documents.
