3.应选人资格要求
3.1 本次比选实行资格后审，应选人须满足下列资格条件要求：
基本资格条件
⑴.应选人在中华人民共和国境内注册，具备有效的营业执照，具有独立承担民事责任的能力；
⑵.应选人应具备主管部门认可的相关资质，并在人员、设备等方面具备相应的实施能力；出具主管部门认可的检测报告。
3.2 应选人需向比选人缴纳投标保证金1500元、未中选的3个工作日全额退还，中选人可将投标保证金转为履约保证,并在公示3个工作日后7天之内签订合同，待履约完成后全额退还(不计利息)，如中选人在规定时间内未签合同，投标保证金不退还，比选人从新确定第二中选人。
